In May 1991, Cleveland repeatedly called the police after she found Jeffrey suspicious when her daughter and her niece reportedly told her about a bleeding naked boy whom they saw running from their neighbor Jeffrey’s house.

The police, after repeated calling, arrived at the apartment but supposedly did not find anything suspicious when they confronted Jeffrey who claimed that the boy, who was later identified as a 14-year-old boy named Konerak Sinthasomphone, was actually his 17-year-old boyfriend who was drunk at the time he ran from his house, and that they were having some personal dispute.

However, it wasn’t the first time she found him suspicious, she reportedly complained of bizarre smells and noises coming from his apartment to her landlord earlier.

Even afterward, when Sinthasomphone disappeared and the news was published in newspapers about his disappearance, Cleveland tried to contact the police and even the FBI but in vain. 

This way, the killer still managed to stay free for two more months during which, he murdered five more people before he was finally arrested in July 1991. Later, her involvement was appreciated by the official bodies and she was honored by the Common Council, the County Board, and Mayor John Norquist.
